Reddito di cittadinanza: le esperienze dei "burocrati di strada" durante la pandemia di covid-19 in veneto

Abstract

A partire dagli studi sull?implementazione del Reddito Minimo in Italia, l?articolo osserva il ruolo dei "burocrati di strada" a livello locale nell?aumentare le capacit? di implementazione delle politiche del Reddito di Cittadinanza (Rdc) nel contesto della governance multilivello. L?obiettivo ? verificare quanto i Servizi di Supporto all?Impiego abbiano innescato maggiori capacit? amministrative e processi di innovazione sociale nell?implementazione del Rdc. L?ipotesi di ricerca ? stata testata da un?indagine sul campo che ha incluso 44 interviste semi- strutturate a stakeholder regionali, "burocrati di strada" e professionisti dell?assistenza sociale nel Veneto Nord-orientale, impegnati nell?implementazione del Rdc in un contesto di emer- genza e a fronte di persistenti esigenze di maggiore integrazione con altri attori locali. Si rileva che la pandemia di Covid-19 ha fornito ai "burocrati di strada" l?opportunit? di sperimentare nuovi mezzi e strumenti tecnologici nella fase iniziale del processo di implementazione delle politiche di Rdc, facendo emergere una potenziale maggiore capacit? di coordinamento, inte- grazione e flessibilit? del lavoro, solo in parte gi? presente nel quadro delle politiche del lavo- ro preesistenti (ad es., il Reddito di Inclusione - Rei).
