Le grandi criticit? delle richieste di autonomia regionale differenziata

Abstract

Il testo analizzata le richieste di autonomia regionale differenziata (in attuazione dell?articolo 116.3 della Costituzione) avanzate dalle Regioni Veneto, Lombardia ed Emilia- Romagna a partire dal 2017. Esse presentano rilevanti profili di criticit?. Essi attengono a tre grandi ordini di questioni: gli ambiti e le competenze coinvolte, che vanno dalla scuola alle infrastrutture a molte importanti politiche pubbliche; i meccanismi di finanziamento, i processi decisionali. Queste criticit? sono tali da poter sostenere che siamo di fronte al pericolo di una vera e propria "secessione dei ricchi", come si argomenta nel testo.
