Le strategie di finanziamento per il settore idrico dei maggiori paesi europei

Abstract

Sono note le complesse problematiche che si frappongono alla adozione di razionali scelte economiche per il finanziamento del settore idrico. Si ritiene dunque utile passare in rassegna le modalit? di finanziamento del settore nei maggiori paesi europei. Le possibili strategie di finanziamento per il settore idrico possono essere ricomprese in tre macro-categorie: riduzione dei costi, incremento delle entrate del servizio (derivanti alle cd "3T" - tasse, tariffe o trasferimenti) e, infine, ricorso alla finanza "repayable", proveniente dal mercato e/o da risorse pubbliche. L?OECD suggerisce inoltre l?approccio del sustainable cost recovery. In questo lavoro viene illustrata la diversa composizione delle modalit? di finanziamento in alcuni dei principali paesi europei.
