I pagamenti pac nelle regioni convergenza (2008-2012)

Abstract

La politica agricola comune rappresenta una componente molto consistente dell?intervento dell?Unione Europea a livello territoriale. Essa si articola in due pilastri finanziati da due fondi: rispettivamente il Feaga e il Feasr. Dato il differente livello di amministrazione delle politiche dei due pilastri, non si dispone generalmente di una valutazione complessiva. Il 1? pilastro ? infatti sostanzialmente definito direttamente a livello centrale europeo e soltanto le erogazioni sono nazionali (attraverso l?Agea) o regionali (attraverso le corrispondenti agenzie regionali, ove costituite). Il 2? pilastro ha invece regia e gestione regionale. Obiettivo di questo lavoro ? di misurare per gli anni 2008-2012 la spesa complessivamente erogata (pagamenti effettivi) a titolo della Pac (compresi i cofinanziamenti) nelle regioni Convergenza. L?analisi ? finalizzata a conoscere e comparare i livelli di spesa in termini di evoluzione temporale e di distribuzione sul territorio.
