Lo scambio talent for citizenship e la politica europea per l?immigrazione ad alta qualificazione

Abstract

La competizione internazionale per i lavoratori ad alta qualificazione si basa sia sull?offerta di condizioni di lavoro favorevoli sia sull?offerta di regole che assicurino vantaggi in termini di status giuridico, di diritti di permanenza e di accesso alle opportunit? del mercato interno del lavoro. Esiste uno scambio talent for citizenship in base al quale l?offerta pi? importante di uno Stato ad un lavoratore straniero ? la facilitazione nell?ottenimento dei diritti propri della cittadinanza. Il saggio intende discutere la capacit? della UE, in base alla propria costituzione economica, di governare questa politica per l?immigrazione secondo criteri di competitivit? internazionale.
