Agricoltura ed energia nel d.lgs. n. 28/2011

Abstract

Il d.lgs. n. 28/2011 interviene nel complesso quadro normativo di riferimento per le energie rinnovabili con l?esplicito intento di porre le basi per il raggiungimento degli obiettivi fissati dalla dir. 2009/28/CE in materia di quota complessiva di energia da fonti rinnovabili sul consumo finale lordo di energia e di quota di energia da fonti rinnovabili nei trasporti. Tra le novit? introdotte dal d.lgs. n. 28/2011 alcune coinvolgono anche la biomassa agricola, sia per quanto riguarda le procedure autorizzative che i regimi di sostegno. Il d.lgs. n. 28/2011, nonostante si lasci apprezzare per una maggiore considerazione della biomassa agricola ed una maggiore attenzione alla energia termica rispetto al quadro previgente, presenta tuttavia non poche criticit? capaci di pregiudicare lo sviluppo del comparto agroenergetico nazionale.
