Note: [English Title] INVESTMENT IN EDUCATION AND DEVELOPMENT [English Abstract] As the present systems of education both in Japan and Turkey are similar, in general; one expects to see the same characteristics in regard to the education and its consequences to social and economic development in both countries. However, Japan as a late comer to the modern world had to struggle for social and economic development; and in the process, she had chosen to invest heavily on education and particularly on basic education. While Turkey has just recently modified the system and eight years of basic education introduced, Japan almost a century ago had established its modern educational system. Education and particularly primary education have almost been ignored by the Turkish govemments, in past. So, investment on education has been always insignificant, in Turkey. Consequently, I say, it has been an "Educational Miracle" rather than "Japanese Miracle." [English Keywords] Not available
