Türkiye Ekonomisi'nde Enflasyonist Süreçte Baskın Otorite Tespitine İlişkin Uygulamalı Çalışma

Abstract

1980'li yıllarda, para arzı-enflasyon ilişkileri arasında geleneksel olarak varolduğu savunulan nedensellik ilişkisinin kopukluğunun deneyimlenmesi ile enflasyona ilişkin literatür zenginleşmiştir. Bu zenginleşme ile para ve maliye otoriteleri arasındaki karşılıklı ilişkiler daha fazla önem kazanmış ve bu otoritelerin karşılıklı ilişkileri farklı iktisat politikası rejimlerini ortaya çıkarmıştır. Bu çalışmada, ilk olarak para ve maliye otoritelerine farklı roller tanımlayarak enflasyonist süreci açıklamaya çalışan teorik yaklaşımlara yer verilmiş, ardından etki-tepki analizi ile 1989:2-2004:4 döneminde Türkiye ekonomisinde baskın otoritenin tespiti ve bunun aracılığıyla da enflasyon sürecinin yakın durduğu yaklaşım belirlenmeye çalışılmıştır. Uygulama sonuçları, ele alınan dönemde, maliye otoritesi baskın bir yapının hakim olduğunu ve enflasyonun mali kaynaklı parasal bir olgu olarak ortaya çıktığına işaret etmektedir.

    Note: [English Title] An Empirical Study on Determination of the Dominant Authority in the Inflationary Process of Turkish Economy [English Abstract] In 1980s, the inflation literature has been enriched by questioning conventional causality relationship between the money growth and inflation. In this literature, the interaction between monetary and fiscal authority have been got more importance. Initially, in this study, the approaches that enriched the literature, has been described theoritically by using these relationships. Afterwards, in 1989:2-2004:4, for Turkish Economy, we tried to determined the relationship between the money and the finance authority by analyzing the impulse response functions. After, by using this knowledge, we also tried to commented the inflationary process. In treated period, the application results, suggests that a fiscal dominant policy exist in Turkish Economy and inflation is a fiscal driven monetary fact.
