Note: [English Title] Not available [English Abstract] Data envelopment analysis which is an efficiency measurement method is generally used for to calculate efficiency levels. But the analysis of the congestions and slacks, which are at least as important as these levels, is neglected. In this study, hospitals with policlinic and surgery services that have welfare losses that are not considered in literature and occurs according to input stoppage and idle input is analyzed. Besides efficiency levels is determined according to ownership [English Keywords] Data Envelopment analysis, hospital, congesiton, slack, wealth.
