El agotamiento del modelo boliviano - Apreciación de la moneda y crisis económica (Documento de Discusión)

Abstract

Bolivia?s New Economic Policy, launched in August 1985 with the promulgation of Supreme Decree 21060, has guided economic policy in the country to date. The economy was successfully stabilized and important reforms introduced. Despite this, Bolivia today faces a severe recessionary and structural crisis which threatens its very democracy. In terms of economic and social development, this model has failed. Stabilization has become an end in itself. The economy remains highly dollarized and Bolivian currency lacks contractual capacity. The appreciation of the currency caused by capital inflows together with rapid trade liberalization have constrained the development of the productive apparatus. Poverty, unemployment and the informal sector have grown. Income and wealth distribution are catastrophic. Bolivia has financed an illusion of development with foreign aid and foreign dept.
