El “efecto flypaper” y los determinantes del gasto público estatal en México 1993-2016

Abstract

Este artículo se elaboró con el objetivo de presentar los resultados de estimar el “efecto flypaper”. Para esto se utilizó información de 31 estados mexicanos del periodo 1993-2016, la cual se agrupó en panel y a partir de ahí se realizaron estimaciones con la técnica de mínimos cuadrados generalizados. Se logró comprobar que la elasticidad del gasto público estatal con relación a las transferencias intergubernamentales no condicionadas fue mayor a la del gasto con relación a los ingresos propios. Adicional, se confirmó que existió asimetría de las transferencias, que el grado de marginación era un determinante del gasto, lo mismo que la deuda e inversión públicas. Como una contribución adicional, se estimó el efecto para las regiones frontera norte y sur, concluyendo que la última era más dependiente de las transferencias. Los hallazgos abonan el debate respecto a la necesidad de modificar el actual pacto fiscal federal.
