Estructura de la industria eléctrica mexicana: El Modelo de Comprador Único

Abstract

La investigación evalúa las reformas del sector eléctrico mexicano llevadas a cabo durante la década de los noventa y 2013, en particular examina si “el Modelo de Comprador Único” corresponde a una estructura óptima. Se formalizó para mostrar los efectos de estas reformas sobre los precios. Las conclusiones a las que se llegaron son: el poder del monopolio en los segmentos de la transmisión y distribución se extiende al segmento de la generación eléctrica; el segmento de la generación es competitivo; no existen ganancias de eficiencia productiva, es decir, reducción de costos de producción del monopolista, en este caso, los consumidores pagan precios más altos por la electricidad consumida. La propuesta es que los Productores Independientes de Energía tengan acceso a las redes de transporte para un mercado mayorista de electricidad. Además, gran parte del poder monopólico puede ser explotado sin integrarse con el segmento de la generación.
