Abstract

La importancia de la políticas para el adecuado desarrollo de la actividad turística es mayor de lo que normalmente se considera (Torres, 2004). Las autoridades regionales y locales desempeñan un papel fundamental en la formulación de políticas y en la organización y desarrollo del turismo. Esto ha sido durante mucho tiempo el caso de países como Alemania, Estados Unidos o Bélgica; y es cada vez más cierto en otros países (Francia, España e Italia). Igualmente, su rol es clave para el logro de una mayor competitividad del sector turístico. Es de anotar que cuando se habla de Política Turística no se menciona un simple listado de acciones sino que se hace referencia al plan para el sector y como éste ha sido formulado; a la estructura desde la que se lo piensa implementar; los recursos; y finalmente las normas generales y jurídicas que han de dar andamiaje al mismo.
