Propuesta Para Implementación De Una Reforma Fiscal Ambiental En México. Una Perspectiva De Gestión E Innovación

Abstract

La problemática ambiental que se vive en México plantea la necesidad de buscar alternativas que por un lado estén orientadas a disminuir la generación de contaminantes y por otro, le proporcione al estado un instrumento de política fiscal para establecer regulaciones de carácter económico para cumplir con su papel de moderador entre los agentes económicos y los ciudadanos. La teoría de Pigou basada en el principio del que contamina paga, sirve de base para el análisis de una propuesta de una Reforma Fiscal Ambiental en México, el cual reúne las condiciones necesarias para llevar a la mesa de las discusiones esta propuesta.
