Posibles adecuaciones al Impuesto Especial Sobre Producción y Servicios en México

Abstract

El presente estudio tiene la intención principal de analizar el Impuesto Especial Sobre Producción y Servicios desde diversos enfoques, mayormente comparando el aspecto jurídico contra el ético resumiendo las coincidencias y las divergencias, para, posteriormente, emitir sugerencias de reformas fiscales, basadas en las divergencias entre lo que actualmente regula el citado impuesto y lo que teleológicamente debería ser, con la intención de que la justicia no se vea rebasada por la necesidad, sin perder de vista que le impuesto no puede desaparecer, por ser indispensable para combatir los males objeto del mismo, así como tampoco perder la correcta aplicación de las cantidades recaudadas en el gasto público al cuál están etiquetadas, concluyendo con la opinión del autor y las referencias bibliográficas sobre la cuales descansa el análisis.
