Licitação pública: vantagem para administração publica e para a sociedade

Abstract

O presente artigo tem como objeto o estudo e analise da licitação na modalidade Convite, frente aos princípios norteadores da atividade da Administração Pública. Com a Constituição da República de 1988, o Brasil iniciou sua jornada para uma melhoria na Administração Pública, trazendo em seu art. 37, caput, vários princípios, quais sejam a da legalidade, impessoalidade, moralidade, publicidade, vinculação ao instrumento convocatório e julgamento objetivo. A licitação constitui um dos principais meios controladores da utilização do dinheiro público, pois possibilita a escolha de negócio mais vantajoso, colocando sempre em condições de igualdade os candidatos participantes do certame.
