Políticas públicas y desarrollo en América Latina: apuntes críticos para pensar una nueva gobernanza

Abstract

La hechura de políticas públicas en América Latina debe partir del análisis crítico tanto de la historia del problema que pretende resolver; del contexto general en el que se despliega develando las determinaciones que garantizan su existencia y modelaciones particulares; así como de la teoría misma que se pretende utilizar para guiar la acción de las administraciones públicas. Obviar cada una de estas exigencias podría conducir la política por derroteros que logren reproducir la ineficiencia guberidntal, la corrupción política e incluso la ingobernabilidad a largo plazo. El presente trabajo aborda por un lado las particularidades del pensamiento fundacional de la concepción de las políticas públicas, y por otro, las premisas que deben utilizarse para implementar esta forma de gestión en el contexto latinoamericano. El objetivo es analizar la necesidad de reformular la teoría de las políticas públicas para el ámbito de América Latina.
