San Simón Zahuatlán, Oaxaca (México): los derechos humanos desde la perspectiva del estado social de derecho, 1990-2015

Abstract

Es propósito evaluar cómo ha evolucionado el municipio de San Simón Zahuatlán de la Mixteca oaxaqueña en México, en términos de desarrollo social durante el periodo 1990-2015. Lo anterior, como parte de los derechos económicos, sociales y culturales de la Declaración Universal de los Derechos Humanos proclamada por la ONU en París en 1948, y que en México la Constitución contempla en lo que se denomina Estado social de derecho. Se utilizan, principalmente, bases de datos longitudinales del CONEVAL (índice de rezago social, anexo estadístico de pobreza municipal) y del CONAPO (índice de marginación municipal), para tratar de establecer cómo ha evolucionado el municipio en cuestión durante el periodo de referencia. Se concluye, estableciendo preguntas para el debate respectivo, que el Estado mexicano ha hecho lo necesario, más no lo suficiente, para sacar a San Simón Zahuatlán del rezago social y la marginación. Lo anterior, ya que para todo el periodo 1990-2015 clasifica como de muy alto grado de marginación, y para el periodo 2000-2015 clasifica como de muy alto grado de rezago social. Se plantea como interrogante fundamental: cómo romper el círculo vicioso y complejo de pobreza en que se debate San Simón Zahuatlán.
