Perspectivas de la planificación territorial en Bolivia

Abstract

En Bolivia se dieron diferentes transformaciones públicas estructurales que permitieron mejorar los espacios de planificación, entre las importantes se tienen a los procesos de descentralización administrativa, participación popular y los regímenes autonómicos. En este contexto la presente investigación se planteó como objetivo determinar los fundamentos del nuevo sistema de planificación estatal, niveles de planificación y las metodologías para la formulación de los planes territoriales en Bolivia. Los resultados concluyen un nuevo escenario normativo y metodológico de la planificación, mediante la elaboración de planes a nivel nacional, sectorial, territorial, regional, institucional, y empresarial público con un horizonte de largo, mediano y corto plazo. Los logros alcanzados son favorables, sin embargo existen limitaciones y nuevos desafíos; es así que continúa en la agenda de los territorios la legitimación de la participación plena de la población, la asignación eficiente de los recursos públicos, la eficacia en la ejecución presupuestaria y la evaluación del impacto económico y social.
