El principio de confianza legítima frente a la prestación del servicio público de basuras en la ciudad de Bogotá

Abstract

El presente artículo busca determinar si con el cambio de operador en el servicio público de recolección de basuras para la ciudad de Bogotá, se infringió el principio de confianza legítima, o si contrario sensu el mismo se expide en prevalencia del interés general y de las necesidades de la ciudad. Para tal efecto, trataré de conceptualizar el concepto de confianza legítima, pasando por algunos aspectos importantes en lo que tiene ver con su desarrollo evolutivo y normativo, luego, me referiré al concepto de servicio público de manera muy general hasta llegar al de recolección de basuras y aspectos muy puntuales respecto del cambio de operador en la ciudad de Bogotá.
