La venalidad de los oficios concejiles y las transformaciones del régimen municipal en Cuba colonial

Abstract

En este trabajo se expone un aspecto poco estudiado de la historia institucional de la Cuba colonial: la venalidad y patrimonialización oficial de los cargos públicos, es decir, su conversión en propiedad privada, susceptible de ser vendida o trasmitida en herencia, fenómeno histórico que se produjo durante la Edad Moderna temprana en la mayor parte de los países europeos y sus dependencias, y que en el caso español e hispanoamericano tuvo la peculiaridad de estar focalizado casi exclusivamente en los denominados “oficios concejiles†, es decir los regidores que componían los Cabildos o Concejos municipales. En el caso cubano, además, se trata del territorio donde más larga existencia tuvo este sistema, debido a la reticencia de las autoridades coloniales a introducir mecanismos modernos de participación y representación política en la Isla. Se exponen además el proceso de desmontaje de este sistema y las características del nuevo régimen municipal implantado en la Isla a partir del Real Decreto de 27 de julio de 1859, signado por un extremado centralismo colonialista.
