La compra de renuncias obligatorias. El caso de los servidores desvinculados del ministerio de inclusión económica y social de Ecuador en el año 2012

Abstract

El Decreto Ejecutivo No. 813 de 2011 en Ecuador tiene como fin reformar el Reglamento General a la Ley Orgánica de Servicio Público, con la introducción de la cesación de funciones por compra de renuncias obligatorias con indemnización. El objetivo del presente trabajo es analizar desde la perspectiva socio-económica el impacto que tuvo este Decreto en las personas que fueron desvinculadas del Ministerio de Inclusión Económica y Social en el año 2012. Se dan alternativas para que las personas afectadas puedan generar emprendimientos con los recursos financieros recibidos como indemnización. Se presenta la forma de elaborar un plan de negocio como contribución a la inserción económica de estas personas.
