La preservación de la independencia, el desarrollo sostenible del país y a la defensa de la patria socialista

Abstract

Durante todos estos años hemos podido ver que el peligro real de una agresión militar a Cuba siempre ha estado presente y ha exigido prepararnos para una confrontación de gran envergadura contra el principal enemigo de la Revolución, el imperialismo norteamericano. En el proceso de fortalecimiento constante de nuestra capacidad defensiva con la llegada al poder de Estados Unidos del presidente Reagan, donde se incrementó notablemente el peligro de una invasión militar a nuestro país, se conforma bajo la dirección del Comandante en Jefe Fidel Castro Ruz la concepción estratégica Guerra de todo el pueblo y se comienza a instrumentar su utilización en la práctica. Esta concepción sintetiza la decisión de dar una solución de masas al problema de la defensa del país, asegurándose a cada ciudadano revolucionario un lugar, un medio y una forma de combatir al agresor.
