Procedimiento para la gestión pública de la calidad de vida a escala municipal en Cuba

Abstract

La calidad de vida es un constructo social abordado desde diferentes disciplinas. Actualmente existe falta de consenso entre los especialistas a cerca de su definición, pues se trata de un concepto multidimensional y aun con naturaleza incompleta. Se evidencia la carencia de un enfoque uniforme para su tratamiento, pues como sucede en toda categoría social, suelen existir matices políticos e ideológicos que influyen en su abordaje, conceptualización, aceptación y empleo en el diseño de políticas. La calidad de vida es un objetivo permanente a lograr de la Administración Pública. Existen diferentes mecanismos que están encaminados a que esta mejore, pero se hace necesario proponer un procedimiento para la gestión pública de la calidad de vida a escala municipal que permitirá concretar este proceso a través de etapas y pasos, mediante un conjunto de herramientas establecidas y técnicamente fundamentadas.
