El tratado de Chicago y su impacto en el tráfico aéreo

Abstract

El trafico aéreo se ha tornado de dificil manejo en un mnundo globalizado y comeptitivo en virtud de la demanda presentada por quienes por diferentes razones necesitan trasladarse o enviar carga y encomiendas desde diferentes partes del mundo. Ante esta realidad los diferentes gobiernos del mundo buscan algún instumento que permita regularizar, mentener y descongestionar el transporte y a su vez se convierta en una herramienta admninstrativa – logistica de operatividad aerea. Los Gobiernos firmantes de este documento suscriben los principios contenidos en el Protocolo del tratado de Chicago de manera que la aviación civil internacional, pueda desarrollarse de forma ordenada y pueda establecerse una igualdad de oportunidades de los servicios internaciones de transporte aéreo. El Convenio mencionado consta de cuatro partes con 96 artículos, en las que se tratan los temas referidos a la navegación aérea, la Organización de Aviación Civil Internacional, el transporte aéreo y una última parte de disposiciones adicionales. Como premisas de este tratado se muestran importantes avances en materia de competencia entre aerolíneas, la organización empresarial, desarrollar aerovías, fomentar el transporte seguro y económico, entre otras. Este artículo analiza sus alcances, su aplicación y sus fundamentos que permiten su aplicación eficaz en la aeronavegabilidad del planeta.
