La evaluación de impactos sociales en la modernización de la gestión pública municipal en Cuba

Abstract

La gestión pública municipal debe generar mayores niveles de sustentabilidad, así como mayor equidad, despliegue y enriquecimiento de la individualidad y la vida colectiva. La evaluación de impactos sociales es sin dudas una herramienta necesaria para poder definir como la gestión de los gobiernos, actores territoriales, estrategias, programas y/o proyectos tributan al desarrollo local. Este tipo de evaluación posibilita conocer los efectos deseados de determinadas actividades en los ciudadanos y si esos efectos son atribuibles a su intervención, permitiendo además, examinar las consecuencias no previstas, sean éstas positivas o negativas. En base a esto se desarrolla el presente estudio, en el cual se propone un procedimiento para evaluar el impacto social de la gestión del Centro de Información y Gestión Tecnológica de Guantánamo (CIGET), así como su integración y articulación con los actores locales para el desarrollo de su territorio.
