Diferencias sectoriales e institucionales como determinantes de la heterogeneidad productiva. Evidencia en la industria manufacturera Cubana

Abstract

Evidencia empírica internacional sugiere que la localización sectorial de las empresas influye sobre sus niveles de productividad. En Cuba donde las empresas son en su mayoría de propiedad estatal, éstas no solo operan en sectores de actividad; sino que se organizan institucionalmente en Ministerios. Como se ha reconocido en Los Lineamientos, las funciones de estos últimos no han estado siempre claras mezclándose funciones regulatorias con empresariales, hecho que provocó una reforma institucional iniciada en el año 2009. Formulamos la hipótesis de que la combinación sector-ministerio ha funcionado como una fuente diferenciación productiva a nivel empresarial. Empleamos un modelo de clasificación cruzada para descomponer la influencia de ambos niveles sobre la varianza de un índice de productividad total de factores en la industria manufacturera en el período 2007-2011. Encontramos que las diferencias ministeriales, sectoriales y firma-específicas explican el 22%, 17% y 61% de la variabilidad total de la PTF, respectivamente; y que proceso de reforma institucional parece consistente con el desempeño productivo observado entre ministerios.
