Abstract

En el siguiente trabajo se abordarán temas de los cuales coadyuvarán a entender el comportamiento de las medidas que adoptan los Gobiernos para introducir los impuestos dentro de la economía mundial y ecuatoriana y que la aplicación del Impuesto al Consumo Especial al Cigarrillo, no ha logrado disminuir el consumo de este bien, convirtiéndose en un impuesto de recaudación regresivo, afectando a las personas con menor ingreso, El Estado a través de sus diferentes gobiernos se ha preocupado por implementar una serie de medidas que ayuden a disminuir el consumo del tabaco en el país. Una de las principales acciones, es la implementación de un impuesto llamado “Impuestos a los Consumos Especiales†, en particular el de tabaco, el cual fue creado con el propósito de disminuir el consumo de este bien. De tal manera que se pueda lograr entender que son los impuestos y el por qué se crean para ser implementarlos en la sociedad.
