Abstract

En el presente artículo se fundamenta la necesidad de creación de una Ley de Ciudadanía complementaria del texto constitucional vigente en Cuba que supere las deficiencias del Decreto Presidencial 358/44, desarrolle el procedimiento para el ejercicio del derecho constitucional al cambio de ciudadanía, se atempere a la realidad cubana actual y colme la reserva de ley establecida en el artículo 32 de la Constitución de 1976. A fin de cumplimentar los objetivos propuestos se emplearon métodos generales de las investigaciones teóricas: histórico-lógico, análisis-síntesis, métodos generales de las investigaciones de las Ciencias Sociales: sociológico y métodos específicos de las investigaciones jurídicas de orientación teórica: teórico-jurídico y exegético.
