Abstract

Los desastres naturales que azotaron a las ciudades de La Plata y Buenos Aires en 2013 fueron consecuencia de muchos factores que van desde la falta de inversión en obra pública hasta cuestiones vinculadas al cambio climático. No obstante, una de las demandas más extendidas de los damnificados fue la falta de apoyo de sus gobernantes en lo que respecta a los procesos de evacuación. Particularmente, el estado nacional otorgó una serie de subsidios y créditos bancarios para los damnificados a raíz de los efectos desastrosos que miles de argentinos tuvieron que afrontar. En este contexto, dos preguntas se presentan como ilustrativas, ¿por qué la ciudadanía reclama la ausencia del poder del estado en momentos de crisis?, y ¿es el crédito financiero el instrumento por el cual el político mantiene su legitimidad?.
