Abstract

El escenario de esta investigación fue en el Gobierno Autónomo Descentralizado (GAD) municipal del Cantón Portoviejo, donde el termino resiliencia muchas veces es desconocido dentro de su contexto de lo que significa, y sobre cómo afrontar las múltiples adversidades que el ser humano enfronta en su diario vivir. A través de un exhaustivo análisis se recogieron los criterios de los trabajadores y directivos, bajo qué circunstancias el termino resiliencia es aplicado para la superación de dificultades en la diversidad funcional. En la investigación se aplicaron los métodos cuali-cuantitativo, la inducción- deducción, análisis – síntesis, hipotético-deductivo, y los instrumentos de recolección de datos como: encuesta que fueron dirigidos a los empleados y la entrevista a la respectiva autoridad, las cuales proporcionaron la información que determinó la trascendencia de los objetivos
