Principio Contaminador – Pagador

Abstract

El artículo argumenta aspectos asociados al principio de “Quien contamina paga†y determina si la existencia y aplicación de este principio como relevancia y significancia en la prevención de los efectos negativos provocados por los agentes económicos en el medio ambiente. Asimismo, el estudio evalúa la transferencia de los costes sociales a los contaminadores, como medio de logro a la responsabilidad social. Para ello, la metodología del estudio se compone como una revisión literaria de la contaminación ambiental como externalidad negativa, la regla de “Quién contamina paga†, y las excepciones y contradicciones del principio. Como resultado del estudio se determina que el principio transfiere los costos a los consumidores que generan las externalidades, pero las empresas no son sujetas de afectación del impuesto, debido a la transferencia de la carga tributaria a los consumidores.
