Armonización de la contabilidad gubernamental en México: el proceso hacia una implementación exitosa

Abstract

Debido a la creciente pérdida de confiabilidad en las instituciones de gobierno, a los escándalos financieros de las últimas décadas, a la misma globalización, al aumento de las demandas por parte de la sociedad mexicana para saber cómo se manejan sus recursos; y a la influencia de otros factores sociales, económicos y políticos que atañen a la administración pública en México; se motivó la expedición de la Ley General de Contabilidad Gubernamental. Esta Ley pretende, mediante un proceso de armonización, lograr que la información generada por los entes públicos pueda ser consolidada, armonizada y fiscalizada, en consonancia con un sistema de transparencia de las cuentas públicas y un mejor manejo de los recursos públicos. El proceso para su implementación ha sido lento y las dependencias gubernamentales se enfrentan día a día con diferentes problemáticas prácticas cuya resolución todavía está pendiente.
