Abstract

En ocasiones, las eventuales buenas intenciones de los altos funcionarios públicos no vienen acompañadas de una instrumentación efectiva de políticas económicas y públicas que constituyan medios óptimos y atinados para resolver una eventual situación de falla de mercado.
