La Aplicación De La Política Del Hijo Único En China Y La Responsabilidad Ante La Comunidad Internacional

Abstract

Ante el incumplimiento de la Ley de la política del hijo único el Estado Chino ha impuesto sanciones como multas y en muchos casos se ha llegado a obligar a las mujeres a abortar su segundo hijo a semanas de embarazo e incluso semanas antes de dar a luz. La zona más castigada por la aplicación de esta ley es Guangxi, provincia vecina de Guangdong, al sur de China . En contados casos el Estado permite en algunas zonas rurales tener un segundo hijo si el primer hijo es mujer (Art. 19 de la Ley de Población y Planificación Familiar) o bien las minorías étnicas también pueden tener dos o más hijos si lo desean. Para ello las parejas deberán pedir permiso al Estado (Art. 18 de la Ley de Población y Planificación Familiar) .
