Política Social Y Desarrollo Local-Municipal

Abstract

En este artículo, tratamos de indagar ¿qué vínculos existen entre el gobierno municipal y la política social?, y particularmente ¿qué papel juega la política de desarrollo social en el plano discursivo del gobierno municipal (2008-2010) de Tampico, Tamaulipas (México)? Asimismo, nos interesa analizar si dicha política es congruente con lo que dictan los planes de desarrollo federal, estatal y el marco jurídico vigente sobre la materia. Para ilustrar lo anterior se revisa el Plan Municipal de Desarrollo de Tampico 2008-2010 (PMDT). La metodología que se empleó es de tipo cualitativo y se basa fundamentalmente en la revisión documental. Se encuentra que la propuesta del PMDT para atender la cuestión social adolece de apego a las leyes de planeación y desarrollo social.
