Participação social e segurança pública: funcionamento e desafios dos conselhos comunitários de segurança no estado de São Paulo (Brasil)

Abstract

Depois da redemocratização na década de 1980, o Brasil experimentou diferentes canais de participação social em políticas públicas. Entre eles figuram os Conselhos Comunitários de Segurança – CONSEGs – instituídos no estado de São Paulo em 1985, com o objetivo inicial de promover a participação nas políticas de segurança pública e modificar as instituições policiais. Por meio de um estudo de caso enfocando cinco destes conselhos, o artigo examina a estrutura e as práticas cotidianas dos CONSEGs, buscando melhor compreendê-los e, assim, propor alterações em seu funcionamento com o propósito de otimizar a sua atuação.
