Modelo de gestión participativa del desarrollo local para el Cantón Santa Elena – Ecuador

Abstract

Las principales experiencias en procesos de desarrollo local implementados en América latina, se han desarrollado en localidades pequeñas tales como: aldeas, comunas, barrios, distritos entre otros, no obstante han demostrado sus potencialidades para incidir en la elevación de los niveles de bienestar de las mismas. De manera general estas iniciativas han sido impulsadas por organizaciones no gubernamentales con escasa participación de los gobiernos a ese nivel. En la las últimas décadas a partir de la llegada al poder de gobiernos progresistas en algunos países como Venezuela, Brasil, Ecuador, etc se han emitido legislaciones que empoderan a los gobiernos locales y se replantean su rol en el impulso a los procesos de desarrollo bajo su liderazgo. En este contexto la presente investigación tiene como objetivo socializar el Modelo de Gestión participativa para el desarrollo local elaborado para el cantón Santa Elena en Ecuador, que resultó del proyecto de investigación ejecutado en este territorio, teniendo en cuenta sus características así como la experiencia nacional e internacional al respecto.
