Abstract

Quando em 1988, a Carta Magna do Brasil foi promulgada, uma das características decididas quanto ao sistema político brasileiro, foi o pluripartidarismo, extinto durante o regime militar. Todavia seus constituintes, por certo, não imaginavam que o plebiscito proposto - para decidir o sistema e a forma de governo que o povo brasileiro buscava para o futuro do país - viria ao desencontro do que haviam planejado. Por certo, acreditavam que os horizontes redemocratizados seriam de ruptura com o presidencialismo até então vigente, para estabelecimento do parlamentarismo. A junção desses dois fatores foi essencial para formar um sistema híbrido e ainda pouco conhecido: o presidencialismo de coalizão.
