Los Impuestos Tributarios En El Ecuador: La Eficiencia De La Administraciã“N Tributaria En El Rol De Recaudador Y Construcciã“N De La Cultura Tributaria

Abstract

Los impuestos son recursos fundamentales para generar ingresos al gobierno con el fin de proveer de bienes y servicios para la sociedad. Los impuestos tienen dos objetivos principales: financiar las actividades del Estado y redistribuir la riqueza. En el Ecuador para estructurar una política tributaria se requirió establecer una entidad capaz de contribuir a la construcción de ciudadanía fiscal y cumplir con los objetivos principales de recaudación tributaria con éste fin surge el Servicio de Rentas Internas entidad representante del Gobierno quien busca ser una organización sustentada en los principios de justicia, equidad y absoluta neutralidad política que son fundamentales para su relación con el contribuyente. Estos principios asignan imparcialidad a la Administración Tributaria e independencia para definir sus políticas y estrategias de gestión y han permitido se maneje con equilibrio, transparencia y firmeza en la toma de decisiones.
