Modelos De Evaluaciã“N En La Polã Tica Social: Complementariedad Para Lograr El Empoderamiento Comunitario

Abstract

Las políticas han operado desde enfoques positivistas y cuantitativos, desde una perspectiva vertical y sin respuesta a las necesidades reales de la población, son lineamientos elaborados desde escritorio. El propósito del presente artículo es examinar los diversos enfoques con que se han evaluado los programas sociales y pugnar por metodologías que incorporen elementos cualitativos como la voz de todos los actores sociales que participan en los programas sociales para desarrollar procesos participativos y promover procesos de decisión de políticas que permitan e impulsar el empoderamiento comunitario. La idea es la recuperación de lo social, dicho análisis implicar girar la atención entre las personas, en el espacio de significados de los que participan y donde se construyen procesos conjuntamente. La complementariedad permitirá políticas integrales.
