O Déficit Habitacional: Elementos Para Mensuração Da Capacidade Administrativa No Pará-Amazônia-Brasil

Abstract

Este artigo apresenta uma discussão sobre a problemática habitacional no estado do Pará sob a ótica da capacidade administrativa dos municípios em assumir as competências executivas das políticas nesse segmento, e nesse sentido proporciona um duplo objetivo. De um lado, procura-se a partir de uma caracterização das condições de habitação no Estado e dos municípios integrantes do Plano Local de Habitação de Interesse Social – PLHIS diagnosticar melhor as especificidades dessas regiões e o próprio problema do déficit na habitação. De outro, as carências habitacionais serão analisadas diante da identificação de variáveis desagregadas e especializadas que apresentam elevada correlação com a capacidade administrativa dos municípios no acesso a recursos ou transferências do governo federal, na geração de recursos próprios e na dinâmica econômica de atividades correspondentes para implementação de políticas de habitação.
