A system of criteria and indicators for an evaluation of water use effectiveness

Abstract

The methodological approach of criteria search for an evaluation of water use effectiveness has been proposed. Basic criteria and parameters have been determined for the evaluation of water use effectiveness. The results of the evaluation should serve as a basis for developing strategic, tactical, and operative managing solutions, and for proposing better alternative ways for water economy system. Evaluation criteria of the effectiveness of water use encompass social, economical, ecological, investitional, technological, and institutional components. Such components may have both direct and indirect effect on water use. This multiple-component evaluation allows to incorporate all aspects of water use. It may be useful while searching for optimal managing approaches for rational use of water resources.
