Efecto del incremento en el precio de los alimentos en la pobreza en México

Abstract

In Mexico, the recent upsurge of the global food prices have affected, more than proportionately, the most margined sectors of the population. According with the present results, it is possible to conclude that, even though poverty is highly sensitive to a food price increase, the substitution capacity of the families helps cushion the wealth lose of the poorest. Different targeting mechanisms were analyzed in their efficiency for allocating public funds. In this case, food price subsidies were not the best mechanisms studied. In contrast, the usage of the Oportunidades platform had a higher targeting efficiency. However, it is important to remember that a large share of the Mexican population below food poverty line does not receive any support from social programs. For the Federal Government, this represents the big challenge of extending their coverage in the short and medium term.// En México, la reciente alza internacional en el precio de los alimentos ha afectado más que proporcionalmente a los sectores más marginados de la población. A partir de los resultados obtenidos en la presente investigación, es posible concluir que si bien la pobreza es sensible a un alza en el precio de los alimentos, la capacidad de sustitución de las familias amortigua el efecto de dicha alza en el bienestar de los pobres. Se analiza, además, la eficiencia en la focalización de diferentes mecanismos de asignación de recursos públicos. Se encontró que los subsidios a los alimentos no son, en este caso, el esquema más eficiente de focalización dentro de los mecanismos analizados. Además, la utilización de la plataforma de Oportunidades para canalizar recursos representa una mejora en términos de focalización. Sin embargo, un porcentaje importante de la población en situación de pobreza alimentaria no está protegido por la red de programas sociales, por lo que uno de los retos fundamentales del Gobierno Federal será el de ampliar su cobertura en el corto y mediano plazos.
