Guatemala: Los desafíos del crecimiento

Abstract

This paper analyzes the episodes of economic growth in Guatemala over the last fifty years, with special emphasis in the post-1999 deceleration. The results show two important facts. First, there are good reasons to believe that this phenomenon may be temporary. Second, the post-1999 deceleration has an internal component linked to deteriorated competitiveness and lower levels of efficiency. Based on these results, we conclude that important reforms must be made in areas related to the absorption of new technologies, economic regulation, the public sector, financial markets, trade openness, and labor markets. These reforms are likely to result in greater levels of productivity and growth.// Este trabajo analiza los episodios de crecimiento de los pasados 50 años en la economía de Guatemala, con particular hincapié en la desaceleración post 1999. Los resultados presentan dos importantes matices. El primero es de carácter positivo y alude al hecho de que este fenómeno sería más bien temporal. Segundo, la desaceleración económica post 1999 tiene un componente interno relacionado con la falta de competitividad y la menor eficiencia. De esto último se infiere que deben realizarse reformas importantes en campos relacionados con la absorción de tecnologías, regulación económica, sector público, sector financiero, apertura, mercado laboral y pobreza, con el fin de promover mayor productividad y crecimiento.
