Determinantes de la matrícula en la escuela secundaria en México

Abstract

Analysis of Mexico’s household income and expenditure as state panel data reveal that increased spending for public education can have and did have significant effects on enrollment and educational transition. First it is shown that although the effects of federal education transfers are significant, the size of their impact with respect to an average child is quite modest, implying that a large increase in educational spending would be required to achieve universal completion of lower secondary education. Second, the effectiveness of supply-side interventions depends on local conditions. It is shown that the elasticity of secondary enrollment rate with respect to federal education transfers per child in Hidalgo is about six times as much. Third the effectiveness of federal transfers can be increased considerably with appropriate targeting of additional federal education transfers to schools in rural and poor communities. // El análisis de panel de ingreso y el gasto de las familias mexicanas con datos estatales revela que el aumento del gasto en la educación pública puede tener y tuvo efectos significativos en la matrícula y la transición educativa. Se demuestra en primer lugar que, aunque las consecuencias de las transferencias educativas federales son significativas, la magnitud de su efecto para el estudiante promedio es muy modesta, lo que implica que se requeriría un gran aumento del gasto educativo para lograr una educación secundaria básica universal y completa. En segundo lugar, la eficacia de las intervenciones en la oferta depende de las condiciones locales. Se demuestra que la elasticidad de la matrícula en la escuela secundaria respecto a las transferencias educativas federales por niño en Hidalgo es cerca de seis veces mayor. En tercer lugar la eficacia de las transferencias federales puede aumentar considerablemente con una orientación apropiada de las transferencias educativas federales adicionales hacia escuelas de comunidades rurales y pobres.
