Abstract
Quality of education is a determining factor in competitiveness. In order to compete globally, Mexico would have to raise its standards beyond its current low achievement. Several innovations at federal and state levels have been developed to raise the quality of basic education through teachers’ professional training, new learning presence in schools, and improving teachers’ working and salary conditions. This paper examines teachers’ incentives and their impact on students’ learning achievement. The first part of this paper shows that teachers in basic public schools are better paid earlier on their professional lives than other comparable groups are. The second part of this paper finds that some teacher’s incentives at the school level improve learning achievement. For instance, it seems that teacher’s enrollment in the Carrera Magisterial program has a positive effect on learning achievement. Further, investments in teachers are most effective when targeted toward increasing teacher’s practical experience and developing content- specific knowledge. // La calidad de la educación es un factor determinante de la competitividad. A fin de competir globalmente México tendría que incrementar esta calidad por encima de su baja posición actual. Se han hecho varias innovaciones en la esfera federal y estatal para elevar la calidad de la educación básica, mediante la capacitación profesional de los profesores, nueva presencia del aprendizaje en las escuelas, y el mejoramiento de las condiciones de trabajo y de salario de los profesores. Este ensayo examina los incentivos de los profesores y su efecto en el aprendizaje de los estudiantes. La sección I de este ensayo muestra que los profesores de las escuelas públicas básicas están mejor pagados, al principio de sus carreras profesionales, que otros grupos comparables. La sección II establece que algunos incentivos de los profesores mejoran el aprendizaje escolar. Por ejemplo, parece ser que la inscripción del profesor en el programa Carrera magisterial tiene un efecto positivo en el aprendizaje. Además, las inversiones hechas en los profesores resultan particularmente rentables cuando se centran en el incremento de la experiencia práctica de éstos y en el desarrollo de conocimientos de contenido específico.
