Hacia una segunda generación de reformas. Políticas de competitividad en economías abiertas

Abstract

La tesis central de este trabajo es que se necesita una segunda generación de reformas, más allá de la apertura y reformas macroeconómicas, centrada en elevar la productividad de manera acelerada. De ser así, ¿en qué consistirá tal "segunda generación de reformas" - en profundizar la desregulación y la privatización (el enfoque neoliberal) o en perfeccionar los mercados y promover políticas de desarrollo de la productividad a todo nivel (lo que denominaré el enfoque neoestructural)? Este trabajo pretende responder a esos interrogantes a partir de un examen de la enorme diferencia de productividad que existe entre las empresas de la región y las de mejor práctica internacional en el mundo desarrollado y sus consecuencias.
