Introducción. El debate actual sobre la deuda externa de la América Latina puede describirse sucitamente por tres proyectos principales. El primero, representativo de la posición de algunos bancos comerciales, es evitar cualquier alejamiento significativo de las prácticas pasadas en la restructuración de la deuda. El segundo es "politizar" el problema de la deuda buscando acuerdos entre los gobiernos de los países deudores y acredores. El tercero -adoptado en este ensayo- sostiene que el pago compatible con el creciemiento económico sostenible a largo plazo es el objetivo pertinente de la restructuración de la deuda...
