Transferencia de tecnología y aprendizaje tecnológico. Reflexiones basadas en trabajos empíricos

Abstract

In the last years we can observe a change in the analysis of technology transfers to developing countries. Instead of examining the formal and legal aspects of the sellers and buyers of technology, enfasis is given to absorption capacity of the technology "receptors", that is their capcity to integrate, manage, develop and master the adquiried technology. Based on empirical investigations we shall expose the forms of technological learning which can, under certain conditions become innovation. From these analisis we find that technological learning is a collective, idiosyncratic and cumulative process. Moreover, the importance of technical relations of the firms with their environment is stressed. Finally, we insist on some methodological problems when comparing an analytical framework designed for case-estudies with one designed for surveys in firms on technological learning// En los recién pasados años hemos observado un cambio en los enfoques de la economía y la sociología interesados en la transferencia de tecnología hacia países en vías o de reciente industrialización. En vez de examinar los aspectos formales y legales entre proveedores y compradores de tecnología se está dando más importancia a la capacidad de absorción tecnológica del "receptor", es decir su capacidad para integrar, manejar, desarrollar y dominar la tecnología adquirida. En ese marco, a partir de investigaciones empíricas intentaremos aportar elementos teórico-metodológicos acerca de las manera con las cuales las empresas impulsan procesos de aprendizaje tecnológico y, en ciertas condiciones, se convierten en innovadoras. De estas investigaciones se desprende que el aprendizaje tecnológico es un proceso colectivo, idiosincrástico y acumulativo. Además se señala la importancia de las relaciones técnicas de la empresa con su entorno. finalmete, se discuten algunos problemas metodológicos comparando un enfoque elaborado para realizar estudios de caso y un enfoque para realizar encuestas sobre el aprendizaje tecnológico.
